Rules of The Institute of Health Systems

   
    

 
AUTHORITIES
 
I. BOARD OF GOVERNORS:
i. Composition: The board of governors of the institute shall be composed of all charter members.
ii. Powers and Functions:
a. To elect the chairman of the institute,
b. To appoint the president of he institute,
c. To appoint the nominee members of the executive council,
d. To make ordinances for all or any of the following:
 
i. Administration of the funds and other properties of the institute and maintenance of it's accounts,
ii. Conduct of business by the executive council and the General Body, including cooption of funding agencies to the executive council,
iii. The duties of the officers and employees of the institute, their qualification, system of recruitment, salaries allowances and other conditions of service.
iv. If any difficulty arises to the first constitution or reconstitution of any authority of the institute or otherwise in giving effect to these rules the board of governors may by ordinance make such provisions, not inconsistent with the objectives of the institute, as may appear to them to be necessary or expedient for removing the difficulty.
v. To cause an inspection to be made by such person as may be appointed, into the affairs and properties of the institute, it's buildings, libraries, laboratories, equipment’s and it's procedures of work.
vi The institute shall function under the general supervision of the board of governors and they shall have powers to review the actions of the executive council, general body or any of the office bearers.
vii In the discharge of their functions the executive council, the general body and the office bearers shall be guided by such directions on questions of policy relating to the objectives of the institute, as may be given to all or any of them by the board of governors.
iii. Duty to notify the Registrar: Members of the Board of Governors shall be duty bound to attest the signature of newly admitted charter members, to notify the election new chairman or President; and to see that the same is filed with the registrar before the 15th day of the succeeding month of the month in which the event occurs.
 
iv Conduct of Business:
i. The Board of Governors may have ordinary or emergency meetings conducted at the initiative of the Chairman or special meetings upon requisition by not less than one third of it's members. The Board shall ordinarily meet once in a year.
ii Atleast five members of the Board of Governors shall constitute the quorum.
iii The agenda of the Board of Governors may consist of original and additional agenda brought at the initiative of the office bearers and with the approval of the chairman and/or special brought at the initiative of other members.
iv Any member of the Board of Governors may address the Director in writing, seeking information and data required by him for preparation of a special agenda by him.
v The Director upon receipt of such request shall take action to collect the data and furnish the information within reasonable time or if there is sufficient reason, bring the matter before the President who may authorise the Director to furnish the information or apprise the Chairman for a decision.
vi Without prejudice to the general provisions above the Board of Governors may by ordinance provide for the periodicity, convening, nature of business, drawing up and arrangement of agenda, recording of proceedings and such other matters regarding conduct of it's own business.
  
II GENERAL BODY
1. Composition: The General Body of the institute shall be composed of all types of members including charter members, honorary members, institutional members & but excluding all types of associate members.
2. Powers and Functions:
1. To elect members to the Executive Council in accordance with it's own procedure.
2. To consider the annual report of the institute and make such observations as deemed fit.
3. To consider the audited accounts of the institute and make such observations as deemed fit.
4. To advise the Executive Council on all academic matters including the control and management of the libraries.
3. To make recommendations to the Executive Council re garding the policy and qualifications for admission of new members.
4. To make recommendations to the Executive Council re grading priorities for research and training.
5. To make recommendations to improve the functioning of the institute for achievement of the objects.
6. Conduct of Business: The General Body shall hold meeting at such intervals and conduct it's business in the manner prescribed by ordinance(s). The ordinance(s) shall also provide for the manner of election of members to the executive council and their terms of office.
