Rules of The Institute of Health Systems

 

   
OFFICERS OF THE INSTITUTE
 
I. DIRECTOR OF THE INSTITUTE
 
Appointment & Tenure:
 
a.

The Director of the Institute shall, preferably, be a whole time paid officer of the institute appointed by the Executive Council on such terms as may be prescribed by the ordinance(s).

b.

The Director shall be the Member-Secretary of the Executive Council. He shall be the ex officio secretary of the Board of Governors, but shall not be deemed to be a member.

c.

While associated, as Member-Secretary with the formulation of the Council's policies, the Director shall, as administrative head of the Institute and leader of the academic faculty, be responsible for the implementation of those policies. The Director shall be delegated all such powers as the Executive Council considers necessary for the discharge of his responsibility.

d.

The Director shall have the power to enter into agreements, sign documents and authenticate records on behalf of the institute and shall exercise such other powers and discharge such other duties as may be prescribed.

e.

Without prejudice to the general powers of the executive council, the Director, in consultation with the Finance officer, may fix the consultancy fee or other service charges for specific services requiring commitment of the resources of the institute for periods not exceeding three months and for which no rates have been prescribed by the Executive Council.

II. FINANCE OFFICER OF THE INSTITUTE
 
Appointment & Tenure:
 
a.

The Finance officer shall, preferably, be a whole time officer of the institute appointed by the Executive Council on such terms as may be prescribed by the ordinance(s).

b.

The Finance officer shall exercise general supervision over the funds of the institute ,maintain it's accounts, aid and advise the Director in financial matters.

c.

The receipt of the Finance officer or the person(s) duly authorised in this behalf by him shall be sufficient discharge for payment of such money to the institute.
